Sara Bosse is a visionary thought leader and catalyst for transformational change in organizations and communities.

Since 1998, Sara has led local, regional, and statewide initiatives to reduce health disparities in California through policy, systems, and environmental change interventions. Creative, strategic, and curious, Sara is always thinking beyond current approaches. Sara inspires innovation and motivates teams to dream bigger and reach further.

Sara is the pioneer of countless first-of-its-kind programs, projects, coalitions, advocacy strategies, funding streams, and initiatives in California such as:
 

  • Leading the newly founded Office of Policy and Planning at the Fresno County Department of Public Health

  • Founding, growing, and leading the 300-member Fresno Community Health Improvement Partnership from 2014 to 2017

  • Leading Madera County in its first Community Health Improvement Plan in 2019

  • Building the 2019 new Madera County Public Health facility including a laboratory and urban greening walking trail

  • National Public Health Accreditation in 2023

  • Securing a $10 million grant to build a community resilience center that will be finished in 2028

Bosse Story

As a natural builder, throughout her career, Sara expanded every organization in her charge. In her tenure as a director of a local department of public health in the heart of California, Sara ushered in a new season of expansion.

Under Sara’s leadership prowess, the annual budget of the department increased 73% increase to $25.6 million and reserves by 126% to $43.4 million in just six years, notwithstanding a $12 million investment in capital projects.


Sara is familiar with the pressures and scrutiny of executive leadership in times of uncertainty. Highlighted during her time as the Incident Commander and spokesperson throughout the 2-year local COVID emergency response for a population of 160,000, Sara’s leadership is marked with collaborative and strategic problem-solving, innovation, advocacy, humor, and hope.


A lifelong learner, Sara received a Bachelor of Science degree in Dietetics from CSU Fresno in 1997, an Executive MBA from Quantic School of Business and Technology in 2022, and is now pursuing a Doctorate in Transformational Leadership.
